Director of the ECS presents state of Serbia’s acquis implementation to National Parliament, 01 Sep 2015

Today Director of the Secretariat Kopač presented the state of Serbia’s implementation of the Energy Community acquis to the country’s Parliament. In a joint press conference with Parliament’s energy committee chairperson, Dr Aleksandra Tomic, and State Secretary Mirjana Filipovic, Director Kopač said:

I congratulate Serbia for being the first Energy Community Contracting Party to transpose the Third Energy Package. However, this was only the first step. Now full implementation needs to follow in the course of next year. By this I mean the adoption of secondary legislation in the gas sector, establishment of a gas balancing market and trading of cross-border electricity capacities through the multilateral scheme of SEE CAO. Most importantly, what also remains to be done is the implementation of functional unbundling. Establishing a power exchange, while somewhat delayed, will place Serbia as the first country in the region to have done so. This will be a significant step for fostering the development of the electricity market in the entire region ”.

Director Kopač also underlined that Serbia, despite some progress, has still not fully transposed and implemented the Sulphur in Fuels Directive and expressed expectations that this breach of Energy Community law would be rectified as soon as possible.
