Albania: Forecast on Each Sector of Renewable Energy Resource by Dr Lorenc Gordani, November 29th, 2015

As reported
in the previous presentation, until now Albania has applies support schemes
only to electricity from hydropower. Energy from renewable sources other than
hydropower are currently not supported. Then adequate support mechanisms for
energy from renewable sources like wind, biomass, solar PV as well as for
energy from renewable sources used for heating and cooling and transport are
foreseen to be adopted by ERE within the implementation process of the revised
law on renewable energy.

In these
regard, bearing in mind the provisions settle by the Directive 2009/28/EU, a
new framework is expected to adjust rates across the industry with particular
emphasis on technology and the efficiency in generation. In specific for the
reaches of the indications of 38% on the GFEC within 2020 are foreseen the
intervention:

– Regard the
renewable energy on the transport sector (BER-T), to provider at least 3% of
consume of the GFEC that would mean the equivalent of 10% in the volume fuel
oil (FAME).

– Regard the
renewable energy on the heating and cooling RES-R&R, the cover at least the
10% of consumption which means a further increase in the amount of heat at
least 800 GWh/year in 2020. The all means the annual consumption of 279 ktoe of
heat that can be provide from woody biomass, industry, waste or heat pumps.

– Regard
renewable energy for electricity generation (RES-E), the provide for the
consumption needs at least 29%. It means a further increase in the amount of
electricity consumed from renewable sources by at least 270 ktoe (3,140 GWh).
This also means an increase in the average size of the generation of
electricity from renewable sources (hydro but as seen by three scenarios also
in wind and PV) to 958 MW installed with the capacity factor of 20-35%.
