Connection Agreement KOSTT to Continental Europe – improving contractual clarity in the South East European electricity system Published: 02/10/2015

KOSTT, the operator of Kosovo⃰’s power system, signed yesterday in Brussels a Connection Agreement with the 29 TSOs of ENTSO-E’s Continental Europe Regional Group.

TEIAS and OST, respectively the Turkish and Albanian TSOs, which have signed similar agreements with the Continental Europe Synchronous Area in the past, are also signatories of the KOSTT agreement.

Connection agreements increase system security as more TSOs can offer help to a power system operator in difficulty. They also drive electricity costs down as TSOs can share more power reserves used to maintain a balance between generation and demand at all times. “This connection agreement is thus a win-win situation for the electricity customers of all signatories”, commented Peder Andreasen, President of ENTSO-E.

Yesterday’s signature is based on in depth testing and technical checks. It also needs to be seen in the context of the conclusions of the EU facilitator on the implementation of the 2013 Energy Agreement between the Prime Ministers of Kosovo* and Serbia.

“The South East Europe region is high on ENTSO-E’s interoperability and market integration agenda, and all TSOs of the region contribute strongly to the operational, planning and market progress pushed forward with ENTSO-E’s work products”, stated Konstantin Staschus, ENTSO-E’s Secretary-General.

As in the case of TEIAS and OST, the signature of the Connection Agreement does not make KOSTT a member of ENTSO-E. By signing the agreement, KOSTT agrees to apply the specific and detailed operational rules as all other continental European counterparts. These rules are applied from Denmark to Greece and from Portugal to Romania.
