Market and System Operators discuss Third Package transposition and implementation challenges, 05 Feb 2015

Market and Transmission System Operators of the Energy Community Contracting Parties gathered at the third meeting on market operation in Sarajevo on 4 February to discuss Third Package transposition and implementation challenges in order to ensure the smooth regicity markets.

In light of Third Package transposition, the participants emphasized the importance of establishing proper governance arrangements related to the roles and responsibilities of Transmission System and Market Operators. They also assessed the imbalance settlement mechanisms applied in the Energy Community Contracting Parties against the requirements set by the draft Network Code on Electricity Balancing in order to identify potential implementation gaps and the necessary harmonization steps early on. The participants reaffirmed the need for phasing out exemption of regulated companies from balance responsibility and abolishing regulation of wholesale and balancing market prices as major prerequisites for the development of electricity market and balancing cooperation in the Energy Community. The participants also welcomed the Policy Guidelines on VAT, recently issued by the Secretariat, as a tool for establishing a harmonized VAT treatment mechanism in the Energy Community.

The meeting, facilitated by the Energy Community Secretariat, was hosted by the Independent System Operator in Bosnia and Herzegovina, ISO BH.
