Energy Community Distribution System Operators prepare for unbundling requirements of Third Energy Package

The Energy Community Distribution System Operators (ECDSO-E) met on 5 February in Sarajevo to discuss implementation challenges of the Third Energy Package. The meeting consisted of joint sessions with the USAID-organised Southeast Europe DSO Security of Supply Working Group (SEE DSO SoS WG) and Energy Community TSOs and market operators.

In a joint session with TSOs and market operators, the role of DSOs in an emerging competitive market was discussed. Participants agreed that DSOs must take a more proactive role in implementing the Third Package by ensuring the feasibility of the national legal framework to be defined. It was also stressed that better cooperation with TSOs and market operators would facilitate finding the best solutions for market functioning in specific circumstances.

In order to better understand DSO unbundling and the tasks of DSOs, EURELECTRIC presented different aspects of DSO unbundling and practices in the EU for functional and accounting unbundling. Participants agreed to continue work on defining a common position on the specific aspects of functional and accounting unbundling.

In another session, participants welcomed a presentation by SEE DSO SoS WG on its work to develop best practices for the reduction of network losses and shared their experiences.

ECDSO-E was established as a discussion platform in March 2014 and is coordinated by the Energy Community Secretariat.
