Presentation of Albanian Centre for Energy Regulation and Conservation - ACERC

Acerc is a think tank centre with a focus on the Albania energy market and its integration in Regional & IEM. The Acerc mission based on the in-depth knowledge of EU and Regional Energy Law and Policy and strives to provide aqualified contribution to the promotion of the liberalization and effective integration as well as efficient use of energy resources.

Acerc main activities consists in build-up collaborationand support to market players in the market researches such as the release of reports, articles and periodicals. Activity accompanied with the offering of the support in capacity building through national and regional seminars, trainings and conferences. Initiatives aims to enable in advocating in the energy sector promoting a forum called in Albanian School of Regulation.

Energy Community Distribution System Operators prepare for unbundling requirements of Third Energy Package

The Energy Community Distribution System Operators (ECDSO-E) met on 5 February in Sarajevo to discuss implementation challenges of the Third Energy Package. The meeting consisted of joint sessions with the USAID-organised Southeast Europe DSO Security of Supply Working Group (SEE DSO SoS WG) and Energy Community TSOs and market operators.

In a joint session with TSOs and market operators, the role of DSOs in an emerging competitive market was discussed. Participants agreed that DSOs must take a more proactive role in implementing the Third Package by ensuring the feasibility of the national legal framework to be defined. It was also stressed that better cooperation with TSOs and market operators would facilitate finding the best solutions for market functioning in specific circumstances.

In order to better understand DSO unbundling and the tasks of DSOs, EURELECTRIC presented different aspects of DSO unbundling and practices in the EU for functional and accounting unbundling. Participants agreed to continue work on defining a common position on the specific aspects of functional and accounting unbundling.

In another session, participants welcomed a presentation by SEE DSO SoS WG on its work to develop best practices for the reduction of network losses and shared their experiences.

ECDSO-E was established as a discussion platform in March 2014 and is coordinated by the Energy Community Secretariat.

Market and System Operators discuss Third Package transposition and implementation challenges, 05 Feb 2015

Market and Transmission System Operators of the Energy Community Contracting Parties gathered at the third meeting on market operation in Sarajevo on 4 February to discuss Third Package transposition and implementation challenges in order to ensure the smooth regicity markets.

In light of Third Package transposition, the participants emphasized the importance of establishing proper governance arrangements related to the roles and responsibilities of Transmission System and Market Operators. They also assessed the imbalance settlement mechanisms applied in the Energy Community Contracting Parties against the requirements set by the draft Network Code on Electricity Balancing in order to identify potential implementation gaps and the necessary harmonization steps early on. The participants reaffirmed the need for phasing out exemption of regulated companies from balance responsibility and abolishing regulation of wholesale and balancing market prices as major prerequisites for the development of electricity market and balancing cooperation in the Energy Community. The participants also welcomed the Policy Guidelines on VAT, recently issued by the Secretariat, as a tool for establishing a harmonized VAT treatment mechanism in the Energy Community.

The meeting, facilitated by the Energy Community Secretariat, was hosted by the Independent System Operator in Bosnia and Herzegovina, ISO BH.
