Secretariat publishes policy guidelines on independence of national regulatory authorities

The Third Energy Package stipulates that the national energy regulator must be legally separated and functionally independent from any private or public entity as well as have autonomy with regard to its budget. Regulatory authorities must also exercise their powers impartially and transparently and steer clear of political influence. The Secretariat’s policy guidelines published today aim to inform governments, legislators and all other relevant stakeholders in the Energy Community Contracting Parties how the Third Package provisions on national regulatory authorities should be implemented in practice.

The guidelines will serve as a basis for the Secretariat’s assessment of the Contracting Parties’ compliance with the Energy Community acquis in this area.
